Due to the ongoing coronavirus outbreak and based recommendations from Governor DeWine and the Ohio Department of Health, we have made some adjustments to our day to day operations. Until further notice, public access to the SCCAA lobby at the Webster Square building located, 1366 Market Avenue N. is limited to 8 individuals in the reception lobby area at a time.

EMERGE - HOUSING ASSISTANCE PROGRAM FOR HOMEOWNERS AND RENTERS

EMERGE - HOUSING ASSISTANCE PROGRAM 
(FOR HOMEOWNERS AND RENTERS)

Stark County residents financially impacted due to the COVID-19 pandemic may be eligible for assistance through funds made available by the CDBG-CV Home Relief Grant 2.0 or the Consolidated Appropriations Act – Home Relief Grant 3.0 to support Rent, Mortgage and Utility assistance. 

  1. Assistance available under HOME RELIEF 2.0 (CDBG-CV Home Relief Grant) includes
    • Mortgage Assistance – Assistance may be provided to households unable to pay their mortgage and has verification of past due payment.
    • Utility Assistance – Assistance may be provided to households that have been disconnected, are in threat of disconnection or are behind on their utility bills.

    Payments can only be made for 3 consecutive months.  Eligible households may apply to receive assistance through December 31, 2021 or until funding is exhausted. 

    A household’s annual gross income must be at or below 80% of the area median income. Please see the table below.
     
  2. Assistance available under HOME RELIEF 3.0 (Consolidated Appropriations Act – Home Relief Grant) includes: 
    • Rental Assistance – 
      • Rental Payments (including deposits)
      • Rental Arrears Payments
    • Utility / Home Energy Costs Assistance – 
      • Natural Gas
      • Electric 
      • Bulk Fuel
      • Water / Sewer
      • Trash Removal 

    Households may receive assistance in more than one category for up to 12 months (including arrears).  Households may apply to receive assistance through September 30, 2022 or until funding is exhausted. 

    A household’s annual gross income must be at or below 80% of the Area Median Income. Please see the table below.

APPLICATION PROCESS / INSTRUCTIONS (for both resources)

  • Applications can be mailed upon request. Any requests regarding receiving an application by mail should be directed to communityservices@sccaa.org or call our Community Services department at (330) 454-1676 x option 6. 
  • Completed applications or copies of all required documentation must be returned to the SCCAA drop-box OR the required documentation can be uploaded within your online application by utilizing the links below.

  • Required Documents include Driver’s License/State ID, Birth Certificate, Social Security Cards, and proof of income for a minimum of the past 30 days for EACH household member.
  • If you are submitting an online application, ALL Documents MUST be uploaded at one time. Failure to do so will result in delayed processing of your assistance.
  • Once the application has been submitted, please allow for a seven (7) business day processing period for the application to be reviewed. 
  • If the application is incomplete, the applicant will be notified and will be required to submit any missing documents. Any missing documentation will cause extended delays in processing your application for assistance. 
  • Assistance will be provided to households that meet the eligibility requirements and until funding is exhausted.
