The Community Services Block Grant (CSBG) supports initiatives that empower low-income individuals and families to achieve greater self-sufficiency. Through CSBG funding, SCCAA administers a variety of programs designed to meet the evolving needs of Stark County residents.
Services are strategically developed based on community needs assessments and available funding to maximize impact, promote economic stability, and support long-term success. To qualify for CSBG-funded services, households must meet income eligibility requirements at or below 200% of the Federal Poverty Level, as well as any specific eligibility criteria associated with individual program
Current Programs
Goals, Assets, Investment Network (GAIN)
GAIN is a financial literacy program that helps participants build financial stability through goal setting, budgeting, financial education, and healthy money management practices.
Community Outreach
The Community Outreach program focuses on building partnerships throughout the community to address important issues such as healthy lifestyles, housing education, and other community-based needs.
Barrier Removal Assistance
Barrier Removal Assistance is available to individuals currently enrolled in an SCCAA program who are facing challenges that may prevent them from progressing or successfully completing their program. Assistance is designed to help participants overcome obstacles and remain on track toward their goals.
Emergency Services
Emergency Services provide short-term, one-time assistance to help stabilize households experiencing a crisis, such as homelessness, eviction, or food insecurity. These services are intended to serve as a bridge to stability. Applicants must demonstrate a verifiable hardship and provide documentation of both the crisis and sufficient income to sustain their household after assistance is provided.
